In China we call this stir-fried dish La-zi-ji which mainly mean dried chili pepper chicken. It originated near Geleshan in Chongqing (Western China). It usually refers to marinated then deep-fried pieces of chicken with dried Sichuan chilli peppers, spicy bean paste, garlic and ginger. There is a funny description of this dish saying that you need to find chicken among chili peppers. Actually this dish was not explosively hot but nicely spiced.
